Student Council Code Of Conduct
Section 1. Introduction
To ensure professional conduct while representing Harmony organizations, these guidelines have been established.
A copy of the entire Code must be distributed during the first session of Introduction to Council and a contract must be signed stating agreement to uphold the Code by all members. The Recorder will keep these contracts on file.
Failure to comply with the provisions of this code may be grounds for disciplinary action as state in Section 4.
Section 2. Involvement Expectations
As a Student Council member, you represent and serve the Student Body of the Harmony Science Academy. As such, while you are an active member, it is expected that you abide by the following:
Attend all General Council meetings. This includes arriving on time, staying until the meeting is adjourned, and being prepared with a copy of the current agenda and your constituent’s opinions on all orders of business. It is each individual’s responsibility to sign in with the Recorder prior to the beginning of each meeting.
Serve on and contribute to one (1) committee for the first year of membership unless excused by the Student Council Recorder. Each committee holds at least one meeting every two weeks, and attendance is expected. After the first year, one’s participation in a committee is voluntary.
Complete the number of project hours set by the Executive Committee each semester. Project hour opportunities will be provided to you.
Uphold the name, reputation, and motto of Student Council at all times. The motto is “Develop Leadership, Serve the Students, Represent the Students.”
Behave in a manner that is respectful, accountable and honest according to the HSA values.
Must be passing all class. GPA (2.5)
Section 3. Standard of Conduct
The following acts are prohibited while at a Student Council meeting, activity, event, in the Student Council office, or while one is representing Student Council in any way.
Forgery, alteration, or misuse of HSA documents, records or identification, or knowingly furnishing false information to HSA.
Obstruction or disruption of teaching, conduct proceedings, or any other HSA activities.
Physical abuse or other conduct which threatens or endangers the health or safety of any person.
Attempted or actual theft of, damage to, or possession without permission of property of the HAS.
Disruptive or disorderly conduct or lewd, indecent, or obscene conduct or expression.
Failure to comply with directions of HSA officials acting in the performance of their duties.
Unprofessional conduct as determined by the office manager.
Section 4. Disciplinary Proceedings
A written grievance form should be turned into the Recorder.
If the grievance is about the Recorder, the grievance should be given to the President by default.
After the grievance is filed, the Recorder/President will meet with the accuser to determine if the complaint justifies action by student council.
The Recorder/President will then meet with the accused to determine whether he/she admits to the complaint.
If it is determined that there is enough evidence available, the alleged victim, the alleged perpetrator, and any witnesses will go before a student court made up of five (5) representatives from the Student Council and HAS Sponsor. If any of these representatives feel he/she is biased, the recorder will appoint another member.
Section 5. Sanctions
Possible sanctions that the student court can recommend include:
Double project hours.
Loss of position on committees.
Loss of voice and/or vote in Student Council meetings.
Expulsion of membership.
Section 6. Jurisdiction Area
This Code applies at all Student Council meetings, activities, events, in the Student Council office, or while one is representing Student Council in any way.
Section 7. Definitions
Active member – point of time from when a person signs the membership contract to the moment the person’s resignation of position is received by the Student Council Recorder.
Office manager – the President, or the highest ranking Student Council Officer present in the office.
Student Council Point System
Point’s sheets will always be due by the last day of each 6 weeks period. Late penalty will be a deduction of 5 points. Points sheets will be due this year on the following dates:
Oct. 1 Feb. 18
Nov. 5 Apr. 8
Dec. 17 May 27
Always turn point’s sheets in to the Advisor Mrs. Jones
A total of 20 points are needed each 6 weeks. Extra points DO NOT carry over to the next 6 weeks. Points must be reported for current 6 weeks dates only.
Penalties for not having 20 points during a 6 weeks period include: minus points will carry over to the next 6 weeks. If this situation occurs, and the points that were missed are not made up, probationary status will result.
Three different types of service areas will be needed each 6 weeks. One of these areas must be OUTSIDE of school service.
POINTS
Non-perishable food items at meeting = 1 pt.
School supplies = 1 pt. for three items.
Clothing (ex: belt, school uniform shirt or pants = 2 pt. (per. item)
Being on time at meeting = 1 pt.
Helping teachers:
30 mins. = 1 pt.
1 hour = 3 pts.
- working school events: fund raisers, garage sales, parents night out.
Each ½ hour = 2 pts.
Whole event = 5 pts.
peer tutoring and/or volunteering reading to elementary students
45 minutes = 2 pts.
- peer mediation = 3 pts.
- outside of school service (minimum of 1 hour) = 5 pts. Each activity

Habitat for Humanity
Mission Trips
Road clean up – 4-H, churches, etc.
Walk America, Crop Walk
Boys and Girl Scouts
